    Evolver is seeking a Capture Manager to join our corporate team in Reston, VA.

    Essential Job Duties and Responsibilities


    Qualifies and coordinates the development of new IT support services business leads; leads business development activities supporting the retention and/or expansion of existing contracts. 

    Provides independent and in-depth evaluations and/or perspectives relating to new business and follow-on pursuits.

    Coordinates business development, capture, and proposal activities with other Evolver organizations (Finance, Contracts, Program Management, Operations, etc.) and potential vendors and contractors from initial opportunity through successive decision gates.

    Guides capture team members through the capture plan formulation and strategy process

    Minimum Qualifications and Requirements

    • Establishes and maintains effective liaison at various levels within the IT support services client community, including Government agencies, industry primes, and potential subcontractors
    • Maintains and expands relationships with qualified teaming partners and subcontractors
    • Assesses and reports on competitor activities, capabilities, perceived strategies, and new developments
    • Works with Business Development and Business Operations to qualify new IT support services business leads, develop short and long-range plans for penetration / expansion of potential programs, including the identification and pursuit of potential expansion and/or follow-on business within existing and developing business areas.
    • Participates in evaluating business opportunities and recommending bid/no bid positions; prepares and briefs milestone reviews.
    • Prepares program capture plans for selected opportunities detailing the win strategy, discriminators, win themes, cost-to-win estimates, action plans, and concept of operations. 
    • Gathers and prepares competitive analyses, evaluates solicitation requirements, and develops risk assessments.
    • Identifies potential teaming partners, coordinates discussions, and negotiates teaming agreements.
    • Coordinates non-disclosure agreements and teaming agreement negotiations through Contracts, Finance, Program Management, Operations, and senior Evolver leadership.
    • Develops feasible capture schedules, manages change, and motivates team members
    • Participates in interim and final quality reviews of proposals and delivery to prospective clients

    Technical Requirements (required and desired)

    • Bachelor’s degree in an appropriate discipline
    • Five years of experience in a Capture Manager role, preferably Federal Civilian Agencies acquiring IT support services
    • Highly organized; comfortable working with multiple simultaneous priorities / projects
    • Impeccable writing and editing skills; able to backfill Proposal Manager as necessary
    • Thorough understanding of Shipley-based capture / proposal process
    • Strong understanding of non-disclosure agreements, teaming agreements, and other contractual arrangements common to Federal contracting
    • Thorough understanding of Federal contracting for IT support services and Federal procurement regulations and procedures
